The provisions came into force on 6-5-2024.<\/p>\n<p style=\"font-weight: bold;\">Key Points:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p style=\"font-weight: bold;\">Guidelines and checklist for inspection of specified dams:<\/p>\n<\/li>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Pre- monsoon and post-monsoon inspection to be done by the dam safety unit of each specified dam. The inspection should be conducted:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; <span style=\"font-weight: bold;\">Pre- monsoon inspection-<\/span> during March and should be completed before 30<span style=\"vertical-align: super;\">th<\/span> April and the report should be sent to the concerned State Dam Safety Organization <span style=\"font-weight: bold;\">(&#8216;SDSO&#8217;)<\/span> before 15<span style=\"vertical-align: super;\">th<\/span> May of each year.<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; <span style=\"font-weight: bold;\">Post- monsoon inspection-<\/span> during October and completed before 30<span style=\"vertical-align: super;\">th<\/span> November and report should be sent to SDSO before 15<span style=\"vertical-align: super;\">th<\/span> December.<\/p>\n<\/li>\n<li>\n<p>Inspection to be done after every flood\/ earthquake\/ other natural or man-made calamities\/ distress or after any unusual behavior noticed in the dam.<\/p>\n<\/li>\n<li>\n<p>The dam safety unit will have to carry out the following activities:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; review the past inspection<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; reports\/ monitoring data\/ photographs\/ videos\/ maintenance records;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; carry out on-site examination;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; review the relevant data base;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; In case the primary investigation reveals deteriorating dam conditions then carry out more detailed site investigations;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; Compilation of database in a systematic format- background information, design information, construction records, operation records and monitoring records.<\/p>\n<\/li>\n<li>\n<p>Inspection teams will have to take safety measures for any potentially hazardous locations at dam sites.<\/p>\n<\/li>\n<li>\n<p>A permanent database to be created and maintained by the owner which should include inspection records and the measures taken to correct the conditions, if taken.<\/p>\n<\/li>\n<li>\n<p>During any inspection, it is necessary to take high- resolution photographs.<\/p>\n<\/li>\n<li>\n<p>An inspector will keep a field notebook to document all the observations and findings and a checklist.<\/p>\n<\/li>\n<\/ul>\n<li>\n<p>The <span style=\"font-weight: bold;\">first risk assessment study<\/span> of specified dams should be done within 5 years from the date of commencement of the <a href=\"http:\/\/www.scconline.com\/DocumentLink\/uOC82n59\" target=\"_blank\" rel=\"noopener\">Dam Safety Act, 2021<\/a> i.e. 30-12-2021. Further, any study can be carried out every 10 years.<\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Mandatory site-specific seismic parameter studies of specified dams in certain areas:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Seismic assessment, including its hydro-mechanical parts should be assessed either under Design Basis Earthquake condition or under 1 in 475 years return period earthquake based on the guidelines of National Committe on Seismic Design Parameters.<\/p>\n<\/li>\n<li>\n<p>Each dam should be evaluated separately in case of reservoirs.<\/p>\n<\/li>\n<li>\n<p>In case, dams of same type but spanning across separate abutments for a common reservoir, each dam shall be assessed independently of each other for seismic safety.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 2%;\">Seismic stability should be assessed as per the guidelines of the National Committee on Seismic Design Parameters, for Maximum Credible Earthquake condition or 1 in 2475 years&#8217; return period earthquake.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Owner of every specified dam should comply with these regulations for safety monitoring and ensure:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>strong motion instrumentation of dam and foundation;<\/p>\n<\/li>\n<li>\n<p>visual observations and inspection after an earthquake;<\/p>\n<\/li>\n<li>\n<p>data analysis and interpretation;<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">post-earthquake safety assessment.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p style=\"font-weight: bold;\">Note:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The dams falling under the category of &#8220;Specified Dams&#8221; are mentioned in the Form in Schedule-I of these Regulations.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">A <span style=\"font-weight: bold;\">return period<\/span>, also known as a <span style=\"font-weight: bold;\">recurrence interval<\/span> or <span style=\"font-weight: bold;\">repeat interval<\/span>, is an average time or an estimated average time between events such as
