The provisions came into effect on 29-9-2023.<\/p>\n<p style=\"font-weight: bold;\">Key Points:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The definition of &#8220;database&#8221; has been introduced which means the organized collection of data, generally stored and accessed in electronic form from a computer network.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Regulation 4<\/span> relating to <span style=\"font-weight: bold;\">&#8220;Demographic information&#8221;<\/span> has been revised which directs to collect the following information, apart from the name, date of birth, gender, address, mobile number and email address of the individual undergoing enrolment, i.e-<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>If a <span style=\"font-weight: bold;\">Non-resident Indian or a foreign national<\/span> seeks enrolment, he will be required to furnish his email address.<\/p>\n<\/li>\n<li>\n<p>If an individual who seeks enrolment is a <span style=\"font-weight: bold;\">child<\/span> or an <span style=\"font-weight: bold;\">individual having a legal guardian<\/span>&#8211;<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Name of the head of the family;<\/p>\n<\/li>\n<li>\n<p>Relationship of the head of family with the individual seeking to enrol;<\/p>\n<\/li>\n<li>\n<p>Aadhaar number of the head of family; and<\/p>\n<\/li>\n<li>\n<p>Biometric information of the head of family.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Regulation 5<\/span> relating to <span style=\"font-weight: bold;\">&#8220;Information for enrolment of a child below 5 years of age&#8221;<\/span> has been revised. The following information is required to be collected-<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Name;<\/p>\n<\/li>\n<li>\n<p>Date of Birth;<\/p>\n<\/li>\n<li>\n<p>Gender;<\/p>\n<\/li>\n<li>\n<p>Facial Image;<\/p>\n<\/li>\n<li>\n<p>Aadhaar number of parents or the guardians (with details of the relationship with the child); and<\/p>\n<\/li>\n<li>\n<p>Biometric information of either parent\/ guardian (along with the address).<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>Revision of <span style=\"font-weight: bold;\">Regulation 10<\/span> relating to <span style=\"font-weight: bold;\">&#8220;Submission and verification of information&#8221;<\/span> lays down the new procedure and requirements-<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>A person seeking enrolment needs to submit an application in the form set out in Schedule I.<\/p>\n<\/li>\n<li>\n<p>He has to be present in the Verification Centre for verification and scanning.<\/p>\n<\/li>\n<li>\n<p>He has to have evidencing proof of identity and proof of address<\/p>\n<\/li>\n<li>\n<p>Has to give his consent for electronically obtaining the information evidencing the proofs.<\/p>\n<\/li>\n<li>\n<p>The documents mentioned in Schedule II have to be presented to evidence the proof.<\/p>\n<\/li>\n<\/ul>\n<p style=\"\"><span style=\"font-weight: bold;\">Exception<\/span> to collection of documents evidencing proof of identity and proof of address of an individual-<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Registrar General of India has carried out the Enrolment\/ update of biometric\/ demographic information.<\/p>\n<\/li>\n<li>\n<p>electronic information evidencing the said proof is available from the databases prepared or maintained by the authorities.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Regulation 28-A<\/span> relating to <span style=\"font-weight: bold;\">&#8220;Deactivation of certain Aadhaar numbers&#8221;<\/span> has been inserted which lays down the situations where the Aadhaar number of the foreign national, who is seeking enrolment or is already an Aadhaar number holder, can be deactivated.<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>upon expiry of the period of validity of their visa for stay in India; or<\/p>\n<\/li>\n<li>\n<p>where the Authority is satisfied that such foreign national does not fulfil the requirements for his entry into or stay in India.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\"><span style=\"font-weight: bold;\">Schedules I, II, and III<\/span> are substituted.<\/p>\n<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>On
