We have attempted to recapitulate his life and career so far, along with some of the important decisions rendered by him during in his time in the High Courts of Punjab and Haryana, Jammu &amp; Kashmir and Ladakh, Calcutta, Allahabad and of course the Supreme Court of India.<\/p>\n<p style=\"text-align: center; font-weight: bold; color: #006600;\">Early Life, Education and Advocacy<\/p>\n<p style=\"margin-bottom: 3%\">Born on 16-04-1961, at Ambala City in Haryana, Justice Rajesh Bindal did his LL.B from Kurukshetra University in 1985 and joined the legal profession in the High Court of Punjab and Haryana in September 1985<a id=\"fnref0\" href=\"#fn0\"><sup>1<\/sup><\/a>.<\/p>\n<p style=\"margin-bottom: 3%;\">During his tenure as an advocate, Justice Bindal represented the Income-tax Department, Haryana region before the High Court; Chandigarh Administration before Central Administrative Tribunal for more than a decade till 2004 and Punjab &amp; Haryana regions of Employees Provident Fund Organization before the High Court and Central Administrative Tribunal from 1992 till his elevation as Judge. Furthermore, he represented the&nbsp;State of Haryana, in settlement of the dispute concerning Satluj Yamuna Water with State of Punjab before Eradi Tribunal and the Supreme Court<a id=\"fnref1\" href=\"#fn1\"><sup>2<\/sup><\/a>.<\/p>\n<p style=\"text-align: center; font-weight: bold; color: #006600;\">Judgeship of the High Courts<a id=\"fnref2\" href=\"#fn2\"><sup>3<\/sup><\/a><\/p>\n<p style=\"margin-bottom: 3%\">Justice Bindal was elevated as a Judge of High Court of Punjab &amp; Haryana on 22-03-2006. Subsequently in 2018 he was transferred to the High Court of Jammu and Kashmir and, in 2020 was appointed as the <a href=\"https:\/\/www.scconline.com\/blog\/post\/2020\/12\/08\/justice-rajesh-bindal-senior-most-judge-of-jammu-kashmir-high-court-appointed-as-the-acting-chief-justice\/\" target=\"_blank\" rel=\"noopener\">Acting Chief Justice<\/a> of the Common High Court for the Union Territory of Jammu and Kashmir and Ladakh.<\/p>\n<p style=\"margin-bottom: 3%; margin-left: 18pt; color: #6600cc;\"><span style=\"font-weight: bold;\">Did You Know?<\/span> <i>During his tenure as a Judge in Punjab and Haryana High Court, Justice Bindal disposed of around 80,000 cases!<\/i><\/p>\n<p style=\"margin-bottom: 3%\">Further on Justice Bindal was <a href=\"https:\/\/www.scconline.com\/blog\/post\/2021\/01\/04\/justice-rajesh-bindal-judge-common-hc-for-ut-of-jk-and-ut-of-ladakh-appointed-as-judge-of-the-calcutta-high-court\/\" target=\"_blank\" rel=\"noopener\">transferred<\/a> to the High Court at Calcutta and was later sworn in as the <a href=\"https:\/\/www.scconline.com\/blog\/post\/2021\/04\/27\/justice-rajesh-bindal\/\" target=\"_blank\" rel=\"noopener\">Chief Justice<\/a> of the High Court at Calcutta with effect from 29-04-2021. On 11-10-2021, Justice Bindal took oath as the Chief Justice of Allahabad High Court. <\/p>\n<p style=\"text-align: center; font-weight: bold; color: #006600;\">The Supreme Court of India<\/p>\n<p style=\"margin-bottom: 3%\">Justice Rajesh Bindal&#39;s elevation was <a href=\"https:\/\/www.scconline.com\/blog\/post\/2023\/02\/01\/supreme-court-recommends-two-more-names-for-appointment-as-sc-judges-against-the-two-remaining-vacancies-legal-research-legal-news-updates\/\" target=\"_blank\" rel=\"noopener\">recommended<\/a> by the Supreme Court Collegium on 31-01-2023. The recommendation was approved by the President of India and with a notification dated 10-02-2023, the Ministry of Law and Justice, <a href=\"https:\/\/www.scconline.com\/blog\/post\/2023\/02\/10\/president-gives-nod-to-justice-rajesh-bindal-justice-aravind-kumar-elevation-legal-news-legal-updates\/\" target=\"_blank\" rel=\"noopener\">notified the appointment<\/a> of Justice Bindal to the Supreme Court. Justice Rajesh Bindal <a href=\"https:\/\/www.scconline.com\/blog\/post\/2023\/02\/14\/know-thy-judge-supreme-court-new-appointment-justice-rajesh-bindal-justice-aravind-kumar-legal-news-updates\/\" target=\"_blank\" rel=\"noopener\">took oath<\/a> as a Supreme Court Judge on 13-02-2023. <\/p>\n<p style=\"text-align: center; font-weight: bold; color: #006600;\">Chairmanship of various Committees<a id=\"fnref3\" href=\"#fn3\"><sup>4<\/sup><\/a><\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p class=\"List&nbsp;Paragraph\" style=\"margin-left: 0.0mm;\">Justice Bindal was the Chairman of the Committee constituted pursuant to Resolution adopted in the Chief Justices&#8217; Conference, 2016, for framing Draft Rules for Electronic Evidence.<\/p>\n<\/li>\n<li>\n<p class=\"List&nbsp;Paragraph\" style=\"margin-left: 0.0mm;\">Justice Bindal was the Chairman of a <a href=\"https:\/\/www.scconline.com\/blog\/post\/2017\/07\/19\/comments-invited-on-concept-note-on-issues-related-to-civil-aspects-of-international-child-removal\/\" target=\"_blank\" rel=\"noopener\">multi-member Committee<\/a> constituted by Ministry of Women and Child Development to study Civil Aspects of International Child Abduction Bill, 2016, he submitted report accompanied by the recommendations and draft of the Protection of Children (Inter-Country Removal and Retention) Bill, 2018 to the Ministry in April 2018.<\/p>\n<\/li>\n<li>\n<p class=\"List&nbsp;Paragraph\" style=\"margin-left: 0.0mm;\">Justice Bindal also headed various Committees including Computer Committee, Arrears Committee; Finance Committee, Building and Infrastructure Committee, Information Technology Committee, State Court Management Systems Committee in the High Court and also Chairman of J&amp;K State Legal Service Authority.<\/p>\n<\/li>\n<li>\n<p class=\"List&nbsp;Paragraph\" style=\"margin-left: 0.0mm;\">He was also the Chairman of the Committee constituted for conducting assessment for optimal use of technology by NALSA and the State Legal Services Authorities including use of Artificial Intelligence.<\/p>\n<\/li>\n<li>\n<p class=\"List&nbsp;Paragraph\" style=\"margin-bottom: 3%; margin-left: 0.0mm;\">He was also Member of the Committee constituted to go into the existing framework of Lok Adalats and Mediation and to suggest ways for enhancing operational efficiency and plugging gaps, if any, or better application of these ADR mechanisms for weaker sections of the society.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: center; font-weight: bold; color: #006600;\">Notable Judgements by Justice Rajesh Bindal<\/p>\n<p style=\"text-align: center; font-weight: bold; color: #7030a0;\">Supreme Court of India<\/p>\n<p style=\"font-weight: bold; color: #c00000;\">Constitutional Courts can exercise power of imposing a modified or fixed-term sentence even where capital punishment is not imposed or proposed<\/p>\n<p style=\"margin-bottom: 3%\">In an appeal, the division bench of <span style=\"font-weight: bold;\">Abhay S.
