Arun, J. allowed a provisional certificate to be issued to the petitioner.<\/p>\n<p style=\"text-indent: 18pt; margin-bottom: 3%;\">The government pleader contended that, if the family of the applicant owns more than 20 cents of &#8216;house plot&#8217; within the Municipal Corporation area, the applicant will not be entitled for EWS certificate.<\/p>\n<p style=\"text-indent: 18pt; margin-bottom: 3%;\">The Court was of the view that even though the family of the petitioner owns lands, the petitioner is a married woman who lives separately, and this prima facie cannot be a reason for denying her an EWS certificate.<\/p>\n<p style=\"text-indent: 18pt; margin-bottom: 3%;\">The Court directed the State to issue a provisional EWS certificate to the petitioner, subject to the final outcome of the present writ petition.<\/p>\n<p style=\"text-indent: 18pt; margin-bottom: 3%;\">[<span style=\"font-weight: bold; color: #632423;\">Sandra Stephen v.
