role=\"presentation\">The Central Government has notified Marine Aids to Navigation (Duties of Director General) Rules, 2022 in order to provide duties and functions of the Director General.<br \/>\n<\/span><\/span><\/p>\n<p style=\"text-align: justify;\">\n<h4 style=\"text-align: justify;\">Key points:<\/h4>\n<ul style=\"text-align: justify;\">\n<li><span id=\"page9R_mcid66\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Government of India through Ministry of Ports, Shipping and <\/span><span dir=\"ltr\" role=\"presentation\">Waterways shall be the controlling authority for matters pertaining to Marine Aids to Navigation including Vessel <\/span><span dir=\"ltr\" role=\"presentation\">Traffic Services.<\/span><\/span><span id=\"page9R_mcid67\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page9R_mcid67\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The National and International obligations pertaining to Aids to Navigation and Training and Certification on <\/span><span dir=\"ltr\" role=\"presentation\">Aids to Navigation including Vessel Traffic Service, shall be fulfilled by the Director General<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/span><\/li>\n<li><span id=\"page9R_mcid68\" class=\"markedContent\"><\/span><span id=\"page16R_mcid0\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">There shall be Marine Navigation Training <\/span><span dir=\"ltr\" role=\"presentation\">Institutes to impart training on Aids to Navigation and Vessel Traffic Services and<\/span><\/span><span id=\"page16R_mcid1\" class=\"markedContent\"> t<span dir=\"ltr\" role=\"presentation\">he Director General shall be responsible for all matters pertaining to the Training Institute.<\/span><\/span><span id=\"page16R_mcid2\" class=\"markedContent\"><\/span><span id=\"page16R_mcid5\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid5\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Duties of Director General: <\/span><span dir=\"ltr\" role=\"presentation\">The Director General shall be responsible for discharging the following duties:-<\/span><\/span><span id=\"page16R_mcid6\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/li>\n<\/ul>\n<ol style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ol>\n<li><span id=\"page16R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Executing administrative, technical, financial and statutory functions as head of the Directorate General;<\/span><\/span><span id=\"page16R_mcid7\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Implementing provisions of the Act;<\/span><\/span><span id=\"page16R_mcid8\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid8\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Advising the Government of India for all matters related to Aids to Navigation;<\/span><\/span><span id=\"page16R_mcid9\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid9\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Managing the Marine Aids to Navigation dues in accordance with the Marine Aids to Navigation <\/span><span dir=\"ltr\" role=\"presentation\">(Accounting and Financial Power) Rules, 2022;<\/span><\/span><span id=\"page16R_mcid10\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid10\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Discharging the role of Member Secretary to the Central Advisory Committee on Marine Aids to <\/span><span dir=\"ltr\" role=\"presentation\">Navigation;<\/span><\/span><span id=\"page16R_mcid11\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid11\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Representing as a national member at International Association of Marine Aids to Navigation and <\/span><span dir=\"ltr\" role=\"presentation\">Lighthouse Authorities;<\/span><\/span><span id=\"page16R_mcid12\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid12\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Liaisoning with national and international organisations on matters pertaining to Marine Aids to <\/span><span dir=\"ltr\" role=\"presentation\">Navigation;<\/span><\/span><span id=\"page16R_mcid13\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid13\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Implementing International Conventions and Treaties pertaining to Aids to Navigation, to which India is <\/span><span dir=\"ltr\" role=\"presentation\">a party.<\/span><\/span><span id=\"page16R_mcid14\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid14\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Entering into bilateral or multilateral memorandum of understanding with the countries on the matters <\/span><span dir=\"ltr\" role=\"presentation\">related with development of Aids to Navigation and training;<\/span><\/span><span id=\"page16R_mcid15\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Inspecting Local Aids to Navigation along the coastline of India;<\/span><\/span><span id=\"page16R_mcid16\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid16\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Advising State Government, State Maritime Boards, Major and Minor Ports, Department of Fisheries <\/span><span dir=\"ltr\" role=\"presentation\">and other organisations on the provision and improvement of Local Aids to Navigation;<\/span><\/span><span id=\"page16R_mcid17\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid17\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Managing and operating of certain Vessel Traffic Service, at the request of respective Vessel Traffic <\/span><span dir=\"ltr\" role=\"presentation\">Service provider on payment basis, as per the direction of Central Government;<\/span><\/span><span id=\"page16R_mcid18\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid18\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Researching, developing and adopting of evolving technologies including development of test beds in <\/span><span dir=\"ltr\" role=\"presentation\">the field of Aids to Navigation;<\/span><\/span><span id=\"page16R_mcid19\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid19\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Planning, developing, executing and managing General Aids to Navigation along the coast line of India <\/span><span dir=\"ltr\" role=\"presentation\">including the maritime zones;<\/span><\/span><span id=\"page16R_mcid20\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid20\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Harmonising operation of Aids to Navigation;<\/span><\/span><span id=\"page16R_mcid21\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid21\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Facilitating unobstructed functioning of General Aids to Navigation;<\/span><\/span><span id=\"page16R_mcid22\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid22\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Ensuring uninterrupted availability of General Aids to Navigation with specified accuracy as per <\/span><span dir=\"ltr\" role=\"presentation\">standards stipulated by the International Association of Marine Aids to Navigation and Lighthouse <\/span><span dir=\"ltr\" role=\"presentation\">Authorities;<\/span><\/span><span id=\"page16R_mcid23\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid23\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Planning, developing, executing and managing Heritage Lighthouses for cultural, educational and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">tourism purposes;<\/span><\/span><span id=\"page16R_mcid24\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid24\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Formulating risk assessment policy for augmentation of Aids to Navigation including Vessel Traffic <\/span><span dir=\"ltr\" role=\"presentation\">Services along the coast line of India including the maritime zones;<\/span><\/span><span id=\"page16R_mcid25\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid25\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Developing and managing a national training plan for capacity building in the field of Aids<\/span> <span dir=\"ltr\" role=\"presentation\">to <\/span><span dir=\"ltr\" role=\"presentation\">Navigation and Vessel Traffic Service;<\/span><\/span><span id=\"page16R_mcid26\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid26\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Managing national data bank of Aids to Navigation and Vessel Traffic Service personnel and their status<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">on training;<\/span><\/span><span id=\"page16R_mcid27\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page16R_mcid27\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Training and certification of Aids to Navigation and Vessel Traffic Service personnel.<\/span><\/span><\/li>\n<li><span id=\"page18R_mcid0\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Accreditation of training organisations and follow-up audits;<\/span><\/span><span id=\"page18R_mcid1\" class=\"markedContent\"><\/span><br role=\"presentation\" \/><span id=\"page18R_mcid1\" class=\"markedContent\"><\/span><span id=\"page18R_mcid1\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page18R_mcid1\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Marking of wrecks in fairways as per the direction of Central Government;<\/span><\/span><span id=\"page18R_mcid2\" class=\"markedContent\"><\/span><br role=\"presentation\" \/><span id=\"page18R_mcid2\" class=\"markedContent\"><\/span><span id=\"page18R_mcid2\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page18R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Undertaking periodical appraisal to the Central Government on
