class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Central Government notifies Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022 for purchase and consumption of green energy including the energy from Waste-to-Energy plants. <span id=\"page9R_mcid14\" class=\"markedContent\">This rules shall be applicable for generation, purchase and consumption of green energy including the energy from Waste-to-Energy plant. <\/span><\/span><span dir=\"ltr\" role=\"presentation\"><br \/>\n<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>Key points:<\/h3>\n<ul>\n<li style=\"text-align: justify;\"><span id=\"page9R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">There must be a uniform renewable purchase obligation on all obligated entities<\/span> <span dir=\"ltr\" role=\"presentation\">in area of a distribution <\/span><span dir=\"ltr\" role=\"presentation\">licensee.<\/span><\/span><\/li>\n<li><span id=\"page9R_mcid16\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Any entity, whether obligated or not may elect to generate, purchase and consume renewable <\/span><span dir=\"ltr\" role=\"presentation\">energy as per their requirements by one or more of the following methods:<br \/>\n<\/span><\/span><\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li><span id=\"page9R_mcid17\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Own Generation from renewable energy sources<\/span><\/span>;<\/li>\n<li><span id=\"page9R_mcid19\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">By procuring Renewable Energy through Open Access from any Developer either directly or <\/span><span dir=\"ltr\" role=\"presentation\">through a trading licensee or through power markets;<\/span><\/span><\/li>\n<li><span id=\"page9R_mcid22\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">By requisition from distribution licensee<\/span><\/span>;<\/li>\n<li><span id=\"page14R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">By consuming green energy from captive power plant<\/span><\/span>;<\/li>\n<li><span id=\"page14R_mcid8\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">By purchasing of renewable energy certificates<\/span><\/span>;<\/li>\n<li><span id=\"page14R_mcid9\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Purchase of<\/span> <span dir=\"ltr\" role=\"presentation\">green hydrogen or green ammonia<\/span><\/span>.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul>\n<li style=\"text-align: justify;\"><span id=\"page14R_mcid11\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">To provide Green Energy Open Access to consumers of green <\/span><span dir=\"ltr\" role=\"presentation\">energy.<\/span><\/span><\/li>\n<li style=\"text-align: justify;\"><span id=\"page14R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">A Central Nodal Agency shall be notified by the Central Government to set up <\/span><span dir=\"ltr\" role=\"presentation\">and operate a single window green energy open access system for renewable energy.<\/span><\/span><\/li>\n<li style=\"text-align: justify;\"><span id=\"page16R_mcid1\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Central Nodal Agency shall prepare, <\/span><span dir=\"ltr\" role=\"presentation\">within a period of sixty days of commencement of these rules, a common application format for the <\/span><span dir=\"ltr\" role=\"presentation\">Green Energy Open Access in consultation with the Forum of Regulators and applications for the <\/span><span dir=\"ltr\" role=\"presentation\">Green Energy Open Access shall be made in this format.<\/span><\/span><\/li>\n<li><span id=\"page16R_mcid11\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Banking shall be permitted at least on a monthly basis on payment of charges to <\/span><span dir=\"ltr\" role=\"presentation\">compensate additional costs, if any, to the distribution licensee by the Banking and the Appropriate <\/span><span dir=\"ltr\" role=\"presentation\">Commission shall fix the applicable charges.<\/span><\/span><\/li>\n<li><span id=\"page16R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The charges to be levied on Green Energy Open Access <\/span><span dir=\"ltr\" role=\"presentation\">consumers shall be as follows:-<\/span><\/span><span id=\"page16R_mcid16\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(a)<\/span> <span dir=\"ltr\" role=\"presentation\">Transmission charges;<\/span><\/span><span id=\"page16R_mcid17\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(b)<\/span> <span dir=\"ltr\" role=\"presentation\">Wheeling charges;<\/span><\/span><span id=\"page16R_mcid18\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(c)<\/span> <span dir=\"ltr\" role=\"presentation\">Cross subsidy Surcharge;<\/span><\/span><span id=\"page16R_mcid19\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(d)<\/span> <span dir=\"ltr\" role=\"presentation\">Standby charges wherever applicable; and<\/span><\/span><span id=\"page16R_mcid20\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(e)<\/span> <span dir=\"ltr\" role=\"presentation\">No other charges except the charges above, shall be levied.<\/span><\/span><\/li>\n<li><span id=\"page18R_mcid9\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The distribution licensee shall give green certificate on yearly basis to the <\/span><span dir=\"ltr\" role=\"presentation\">consumers for the green energy supplied by the licensee to consumer on his request beyond the <\/span><span dir=\"ltr\" role=\"presentation\">renewable purchase obligation of the consumers.<\/span><\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The Central Government notifies Electricity
