  • Insertion of new Regulation 2(1)(ab) defining the term ‘Aadhaar Letter<\/strong>‘ in Aadhaar (Authentication and <\/span>Offline Verification) Regulations, 2021 as a document for conveying the Aadhar number to a resident. <\/span><\/span><\/li>\n
  • <\/span>Insertion of new Regulation 2(1)(bd) defining the term ‘Aadhaar PVC Card<\/span><\/strong>‘ in the Aadhaar (Authentication and <\/span><\/span>Offline Verification) Regulations, 2021 as<\/span><\/span><\/span> a<\/span><\/span> Polyvinyl Chloride Card (PVC)<\/span><\/span>, issued by the Authority <\/span><\/span>upon payment of prescribed charges, which has Aadhaar<\/span><\/span><\/span> number, demographic information <\/span><\/span>and photograph of an Aadhaar number holder printed on it along with Aadhaar Secure QR <\/span><\/span>code and is equivalent to paper<\/span><\/span>–<\/span><\/span>based Aadhaar Letter;<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n
  • Insertion of new Regulation 2(1)(ib) defining the term ‘Digital signature<\/span><\/strong>‘ <\/span><\/span>in <\/span>Aadhaar (Authentication and Offline Verification) Regulations, 2021 as <\/span><\/span>digital signature as defined in clause (p) of sub<\/span><\/span>–<\/span><\/span>section (1) of <\/span><\/span><\/span>Section 2 of the Information Technology Act, 2000 (21 of 2000);<\/span><\/span><\/span><\/span><\/span><\/span>

  • Insertion of new Regulation 2(1)<\/span>(ic)<\/span><\/span> defining the term \u201c<\/span><\/span>e<\/span><\/span>–<\/span><\/span><\/strong>Aadhaar<\/strong>\u201d<\/span><\/span><\/span> as a password protected electronic copy of Aadhaar letter, which is <\/span><\/span><\/span>digitally signed by the Authority and can be downloaded from the official website or mobile<\/span><\/span><\/span>
    <\/span>application of the Authority;<\/span><\/span><\/li>\n
  • <\/span><\/span>Insertion of new Regulation 2(1)(la) defining the term ‘mAadhaar’ in Aadhaar (Authentication and <\/span><\/span>Offline Verification) Regulations, 2021 as <\/span><\/span><\/span> the official mobile application developed by the Authority to provide an <\/span><\/span>interface to Aadhaar Number holders to carry their Aadhaar details as registered with CIDR <\/span><\/span>which<\/span> inter<\/span> alia<\/span> includes<\/span> Aadhaar<\/span> number<\/span> along<\/span> with<\/span> demographic<\/span> information<\/span> and <\/span><\/span>photograph of the Aadhaar number holder;<\/span>\u201d<\/span><\/span><\/li>\n
  • <\/span>Insertion of new Regulation 16B and Regulation 16C in Aadhaar <\/span><\/span>(Authentication and Offline Verification) Regulations, 2021 as: <\/span><\/span><\/span>
    <\/span><\/li>\n<\/ul>\n

    \u201c16B.<\/strong><\/span> Manner of voluntary use of Aadhaar number:<\/span><\/strong><\/span>
    <\/span><\/p>\n

        \n
      1. An Aadhaar number holder may, in accordance with sub-section (3) of section 4 of the Act, <\/span>voluntarily use the Aadhaar number in physical form, including Aadhaar letter (or copy <\/span>thereof) or printed e-Aadhaar or Aadhaar PVC Card for a lawful purpose for establishing his <\/span>identity by way of offline verification and the OVSE shall verify the printed details on <\/span>Aadhaar letter or printed e-Aadhaar or Aadhaar PVC card with digitally signed Aadhaar <\/span>Secure QR code<\/span>12<\/span>.<\/span><\/span><\/span><\/li>\n
      2. An Aadhar number holder may, in accordance with sub-section (3) of section 4 of the Act, <\/span>voluntarily use the Aadhaar number in electronic form, including e-Aadhaar or Aadhaar <\/span>Paperless Offline e-KYC (XML) or m-Aadhaar for a lawful purpose for establishing his <\/span>identity by way of offline verification and the Offline Verification Seeking Entity shall verify<\/span>
        the digital signature.<\/span><\/span><\/span><\/li>\n
      3. An Aadhaar number holder may, in accordance with sub-section (3) of section 4 of the Act, <\/span>voluntarily use the Aadhaar number in electronic form by way of authentication for a lawful <\/span>purpose for establishing his identity by way of Yes\/No or eKYC authentication facility <\/span>through an authorized requesting entity.\u201d<\/span><\/span>
        <\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n

        \u201c16C.<\/span> Conditions for accepting an Aadhaar number as proof of identity of the Aadhaar <\/span>number holder:<\/span><\/span><\/strong>
        <\/span><\/p>\n

          \n
        1. \n
            \n
          1. No<\/span> Offline Verification Seeking Entity shall<\/span> accept<\/span> Aadhaar<\/span> number,<\/span> in physical<\/span> or <\/span>electronic form (without authentication), as a proof of identity for a lawful purpose, without <\/span>first verifying the digital signature of the Authority as provided in the Aadhaar secure QR <\/span>Code on Aadhaar Letter or e-Aadhaar or m-Aadhaar or Aadhaar Paperless Offline e-KYC <\/span>(XML), as the case may be.<\/span><\/span><\/span><\/li>\n
          2. No requesting entity shall accept Aadhaar number as a proof of identity of the Aadhaar <\/span>number holder, in electronic form by way of authentication, unless it is for a lawful purpose <\/span>which is in conformity with the relevant provisions of the Act and only with the informed <\/span>consent of the Aadhaar number holder and in a manner as provided in these Aadhaar <\/span>(Authentication and Offline Verification) Regulations, 2021.\u201d<\/span><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"
