{"id":257976,"date":"2021-12-01T15:30:53","date_gmt":"2021-12-01T10:00:53","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=257976"},"modified":"2023-10-03T14:00:18","modified_gmt":"2023-10-03T08:30:18","slug":"mohfw-issues-new-travel-advisory-for-international-travellers","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2021\/12\/01\/mohfw-issues-new-travel-advisory-for-international-travellers\/","title":{"rendered":"MoHFW issues new guidelines for international travellers"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">On November 30, 2021, Ministry of Health and Family Welfare has issued new guidelines for international travelers\u00a0 which will come into effect from<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">December 01, 2021<\/span>.<\/p>\n<p style=\"text-align: justify;\">Key points:<\/p>\n<ul style=\"text-align: justify;\">\n<li>\u00a0<span dir=\"ltr\" role=\"presentation\">All travellers should <\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 80px; text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">(i) <\/span><span dir=\"ltr\" role=\"presentation\">Submit <\/span><span dir=\"ltr\" role=\"presentation\">self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">declaration <\/span><span dir=\"ltr\" role=\"presentation\">form <\/span><span dir=\"ltr\" role=\"presentation\">on <\/span><span dir=\"ltr\" role=\"presentation\">the <\/span><span dir=\"ltr\" role=\"presentation\">online <\/span><span dir=\"ltr\" role=\"presentation\">Air <\/span><span dir=\"ltr\" role=\"presentation\">Suvidha <\/span><span dir=\"ltr\" role=\"presentation\">portal <\/span><span dir=\"ltr\" role=\"presentation\">(<\/span><span dir=\"ltr\" role=\"presentation\">https:\/\/www.newdelhiairport.in\/airsuvidha\/apho<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">registration<\/span><span dir=\"ltr\" role=\"presentation\">) before the scheduled <\/span><span dir=\"ltr\" role=\"presentation\">travel<\/span><span dir=\"ltr\" role=\"presentation\">, including last 14 days travel details. <\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(ii) <\/span><span dir=\"ltr\" role=\"presentation\">Upload a negative COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 RT<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">PCR report<\/span><span dir=\"ltr\" role=\"presentation\">*<\/span><span dir=\"ltr\" role=\"presentation\">. This test should have been <\/span> <span dir=\"ltr\" role=\"presentation\">conducted <\/span><span dir=\"ltr\" role=\"presentation\">within 72 hrs prior to undertaking the journey. <\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(iii)<\/span> <span dir=\"ltr\" role=\"presentation\">Each passenger shall also submit a declaration with respect to authenticity of the <\/span><span dir=\"ltr\" role=\"presentation\">report and will be liable for criminal prosecution, if found otherwise<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"ltr\" role=\"presentation\">They should also give an undertaking on th<\/span><span dir=\"ltr\" role=\"presentation\">e portal or otherwise to Ministry of Civil Aviation, <\/span><span dir=\"ltr\" role=\"presentation\">Government of India, through concerned airlines before they are allowed to undertake the\u00a0 <\/span><span dir=\"ltr\" role=\"presentation\">journey that they would abide by the decision of the appropriate government authority to <\/span><span dir=\"ltr\" role=\"presentation\">undergo home<\/span><span dir=\"ltr\" role=\"presentation\">\/institutiona<\/span><span dir=\"ltr\" role=\"presentation\">l<\/span> <span dir=\"ltr\" role=\"presentation\">quarantine\/ self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">health monitoring, as warranted. <\/span><\/li>\n<li><span dir=\"ltr\" role=\"presentation\">Continuing with the earlier approach, travellers from certain<\/span> <span dir=\"ltr\" role=\"presentation\">specified <\/span> <span dir=\"ltr\" role=\"presentation\">Countries (based on <\/span><span dir=\"ltr\" role=\"presentation\">epidemiological situation of COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 in those Countries) are identified for additional follow <\/span><span dir=\"ltr\" role=\"presentation\">up. <\/span><span dir=\"ltr\" role=\"presentation\">These includ<\/span><span dir=\"ltr\" role=\"presentation\">e need for additional measures as detailed in para (xv) below<\/span><span dir=\"ltr\" role=\"presentation\">. The listing of <\/span><span dir=\"ltr\" role=\"presentation\">such<\/span> <span dir=\"ltr\" role=\"presentation\">specified<\/span> <span dir=\"ltr\" role=\"presentation\">Countries is a dynamic exercise based on evolving situation of COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 across <\/span><span dir=\"ltr\" role=\"presentation\">the world and will be made available on the website<\/span><span dir=\"ltr\" role=\"presentation\">s<\/span> <span dir=\"ltr\" role=\"presentation\">of Ministry of Health &amp; Family <\/span><span dir=\"ltr\" role=\"presentation\">Welfare,<\/span> <span dir=\"ltr\" role=\"presentation\">(mohfw.gov.in) and the link of the same will be available at website of<\/span> <span dir=\"ltr\" role=\"presentation\">Ministry of External <\/span><span dir=\"ltr\" role=\"presentation\">Affairs and Air Suvidha<\/span> <span dir=\"ltr\" role=\"presentation\">Portal<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/li>\n<li><span dir=\"ltr\" role=\"presentation\">Passengers originating or transiting from at<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">risk countries shall be informed by the airlines <\/span><span dir=\"ltr\" role=\"presentation\">that <\/span> <span dir=\"ltr\" role=\"presentation\">they will undergo post arrival testing, quarantine if tested negative, stringent isolation <\/span><span dir=\"ltr\" role=\"presentation\">protocols if tested positive etc<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Do\u2019s and Don&#8217;ts shall be provided along with ticket to the travellers by the airlines\/agencies <\/span><span dir=\"ltr\" role=\"presentation\">concerned<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Airlines to allow boarding by only those passengers who have filled in the Self Declaration <\/span><span dir=\"ltr\" role=\"presentation\">Form on the Air Suvidha portal, uploaded the negative RT<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">PCR test report.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">At the time of boarding the flight, only asymptomatic travellers will be allowed to board after <\/span><span dir=\"ltr\" role=\"presentation\">thermal screening. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">All passengers shall be advised to download Aarogya Setu app on their mobile devices. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">In<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">flight announcement about COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 including precautionary measures to be followed <\/span><span dir=\"ltr\" role=\"presentation\">shall be made at airports and in flights and during transit. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">During in<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">flight crew shall ensure that COVID appropriate behaviour is followed at all times.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">If any passenger reports symptoms of COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 du<\/span><span dir=\"ltr\" role=\"presentation\">ring flight, he\/she shall be isolated as per <\/span><span dir=\"ltr\" role=\"presentation\">protocol.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">De<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">boarding should be done ensuring physical distancing. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Thermal screening would be carried out in respect of all the passengers by the health officials <\/span><span dir=\"ltr\" role=\"presentation\">present at the airport. The s<\/span><span dir=\"ltr\" role=\"presentation\">elf<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">declaration form filled online shall be shown to the airport <\/span><span dir=\"ltr\" role=\"presentation\">health staff. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">The passengers found to be symptomatic during screening shall be immediately isolated and <\/span><span dir=\"ltr\" role=\"presentation\">taken to medical facility as per health protocol. If tested positive, their contacts s<\/span><span dir=\"ltr\" role=\"presentation\">hall be <\/span><span dir=\"ltr\" role=\"presentation\">identified and managed as per laid down protocol<\/span>.<\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Travellers from<\/span> <span dir=\"ltr\" role=\"presentation\">specified<\/span> <span dir=\"ltr\" role=\"presentation\">Countries <\/span> <span dir=\"ltr\" role=\"presentation\">at risk<\/span><span dir=\"ltr\" role=\"presentation\"> will follow the\u00a0 <\/span><span dir=\"ltr\" role=\"presentation\">protocol as detailed below:<\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 80px; text-align: justify;\"><br role=\"presentation\" \/>(i) <span dir=\"ltr\" role=\"presentation\">Submission of sample for post<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">arrival COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 test* at the point of arri<\/span><span dir=\"ltr\" role=\"presentation\">val<\/span> <span dir=\"ltr\" role=\"presentation\">(self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">paid). <\/span><span dir=\"ltr\" role=\"presentation\">Such travellers will be required to wait for their test results at the arrival airport before <\/span><span dir=\"ltr\" role=\"presentation\">leaving or taking a connecting flight.<\/span> <br role=\"presentation\" \/>(ii) <span dir=\"ltr\" role=\"presentation\">If tested negative they will follow,<\/span> <span dir=\"ltr\" role=\"presentation\">home quarantine for 7 days. <\/span><span dir=\"ltr\" role=\"presentation\">Re<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">test on the 8th day of <\/span><span dir=\"ltr\" role=\"presentation\">arrival in Indi<\/span><span dir=\"ltr\" role=\"presentation\">a<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">and if negative, further self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">monitor of their health for next 7 days.<\/span> <br role=\"presentation\" \/>(iii)<span dir=\"ltr\" role=\"presentation\">However, if such travellers are tested positive,<\/span> <span dir=\"ltr\" role=\"presentation\">their samples should be sent for genomic <\/span><span dir=\"ltr\" role=\"presentation\">testing at INSACOG laboratory network.<\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(iv)<\/span><span dir=\"ltr\" role=\"presentation\">T<\/span><span dir=\"ltr\" role=\"presentation\">hey shall be managed at separate isolation facility <\/span><span dir=\"ltr\" role=\"presentation\">and treated as per laid down standard <\/span><span dir=\"ltr\" role=\"presentation\">protocol<\/span> <span dir=\"ltr\" role=\"presentation\">including contact tracing<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(v) The contacts of such positive <\/span> <span dir=\"ltr\" role=\"presentation\">case should be kept under institutional quarantine or at <\/span><span dir=\"ltr\" role=\"presentation\">home quarantine monitored strictly by the concerned State Government <\/span><span dir=\"ltr\" role=\"presentation\">as per laid down <\/span><span dir=\"ltr\" role=\"presentation\">protocol.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Travellers from Countries excluding those Countries at risk, will be allowed to leave the airport <\/span><span dir=\"ltr\" role=\"presentation\">and shall self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">monitor their health for 14 days\u2019 post arrival. A sub<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">section (<\/span><span dir=\"ltr\" role=\"presentation\">2<\/span><span dir=\"ltr\" role=\"presentation\">% of the total flight <\/span><span dir=\"ltr\" role=\"presentation\">passengers) shall undergo pos<\/span><span dir=\"ltr\" role=\"presentation\">t<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">arrival testing at random at the airport on arrival. <\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 80px; text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">(i) <\/span><span dir=\"ltr\" role=\"presentation\">The <\/span> <span dir=\"ltr\" role=\"presentation\">2<\/span><span dir=\"ltr\" role=\"presentation\">% of such travellers in each flight shall be identified by the concerned airlines <\/span><span dir=\"ltr\" role=\"presentation\">(preferably from different countries).<\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(ii) <\/span><span dir=\"ltr\" role=\"presentation\">Such travellers shall be escorted by the concerned airlines\/MoCA to <\/span> <span dir=\"ltr\" role=\"presentation\">testing area on <\/span><span dir=\"ltr\" role=\"presentation\">arrival.<\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(iii) <\/span><span dir=\"ltr\" role=\"presentation\">The cost of testing of such travellers shall be borne by <\/span> <span dir=\"ltr\" role=\"presentation\">the travellers identified for <\/span><span dir=\"ltr\" role=\"presentation\">random testing themselves<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/p>\n<p style=\"padding-left: 80px; text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">(iv) Laboratories shall prioritize testing of samples from such travellers.<\/span><\/p>\n<p style=\"padding-left: 80px; text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">(v) If such travellers are tested positive, they s<\/span><span dir=\"ltr\" role=\"presentation\">hall be managed as per laid down standard <\/span><span dir=\"ltr\" role=\"presentation\">protocol and samples would further send for genomic testing.<\/span> <br role=\"presentation\" \/><br role=\"presentation\" \/><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">If t<\/span><span dir=\"ltr\" role=\"presentation\">ravellers under home quarantine or self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">health monitoring, develop signs and symptoms <\/span><span dir=\"ltr\" role=\"presentation\">suggestive of COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 or test positive for COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 on re<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">te<\/span><span dir=\"ltr\" role=\"presentation\">sting, they will<\/span> <span dir=\"ltr\" role=\"presentation\">immediately <\/span><span dir=\"ltr\" role=\"presentation\">self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">isolate and <\/span><span dir=\"ltr\" role=\"presentation\">report to their nearest health facility or call National helpline number (1075)\/ State <\/span><span dir=\"ltr\" role=\"presentation\">Helpline Number.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">International travellers arriving through seapo<\/span><span dir=\"ltr\" role=\"presentation\">rts\/land ports will also have to undergo the <\/span><span dir=\"ltr\" role=\"presentation\">same protocol as above, except that facility for online registration is not available for such <\/span><span dir=\"ltr\" role=\"presentation\">passengers currently. <\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Such <\/span><span dir=\"ltr\" role=\"presentation\">travellers <\/span><span dir=\"ltr\" role=\"presentation\">shall <\/span><span dir=\"ltr\" role=\"presentation\">submit <\/span><span dir=\"ltr\" role=\"presentation\">the <\/span><span dir=\"ltr\" role=\"presentation\">self<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">declaration <\/span><span dir=\"ltr\" role=\"presentation\">form <\/span><span dir=\"ltr\" role=\"presentation\">to <\/span><span dir=\"ltr\" role=\"presentation\">the <\/span><span dir=\"ltr\" role=\"presentation\">concerned <\/span><span dir=\"ltr\" role=\"presentation\">authorities <\/span><span dir=\"ltr\" role=\"presentation\">of <\/span><span dir=\"ltr\" role=\"presentation\">Govern<\/span><span dir=\"ltr\" role=\"presentation\">ment of India at seaports\/land ports on arrival.<\/span><\/li>\n<li style=\"text-align: justify;\"><span dir=\"ltr\" role=\"presentation\">Children under 5 years of age<\/span> <span dir=\"ltr\" role=\"presentation\">are exempted from both pre<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">and post<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">arrival testing. However, if <\/span><span dir=\"ltr\" role=\"presentation\">found symptomatic for COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 on arrival or during home quarantine period, they shall undergo <\/span><span dir=\"ltr\" role=\"presentation\">testing and <\/span><span dir=\"ltr\" role=\"presentation\">treated as per laid down protocol.<\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\"><br \/>\n<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>On November 30, 2021, Ministry of
