further amend the Karnataka Motor Vehicles Rules, 1989 vide notification dated 31st October 2021.<\/p>\n<p style=\"text-align: justify;\">The amendment substitutes Rule 33 which deals with registering authority: The Registering Authority shall be any Officer appointed or empowered by the Commissioner.<\/p>\n<p style=\"text-align: justify;\">The Commissioner may empower a dealer holding valid trade certificate as Registering Authority subject to such terms and conditions that may be specified from time to time for the purpose of registration of non-transport vehicles and fully built Transport
