The Bill proposes to authorise the States to have their own list of socially and educationally backward class (SEBC) [342A(3)].<\/li>\n<li><strong>Article 366(26C)<\/strong>&#8211; defines the socially and educationally backward classes as such backward.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">classes as are so deemed under article 342A for the purposes of the Central Government or the State or Union territory.<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Article 338B<\/strong>&#8211; has constituted the National Commission for Backward Classes.
