{"id":244662,"date":"2021-02-27T19:23:07","date_gmt":"2021-02-27T13:53:07","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=244662"},"modified":"2021-02-27T19:23:07","modified_gmt":"2021-02-27T13:53:07","slug":"full-reopening-of-physical-classes-and-hostels-poses-extremely-high-medical-risk-to-students-faculties-and-university-community-consortium-of-nlus","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2021\/02\/27\/full-reopening-of-physical-classes-and-hostels-poses-extremely-high-medical-risk-to-students-faculties-and-university-community-consortium-of-nlus\/","title":{"rendered":"\u201cFull reopening of physical classes and hostels poses extremely high medical risk to students, faculties and University Community\u201d: Consortium of NLUs"},"content":{"rendered":"<p style=\"text-align: justify;\">After <a href=\"https:\/\/www.scconline.com\/blog\/post\/2021\/01\/11\/return-to-normalcy-consortium-of-nlus-releases-a-press-release-regarding-reopening-of-national-law-universities\/\">deferring<\/a> the proposal to reopen the National Law Universities (\u201c<strong>NLUs\u201d<\/strong>) in its December 2020 meeting, the Consortium of National Law Universities reviewed the situation as it had suggested to do so in its Press Release <a href=\"https:\/\/consortiumofnlus.ac.in\/clat-2021\/notifications\/Press-Release-8-Jan-2021.pdf\">issued<\/a> in January 2021.<\/p>\n<p style=\"text-align: justify;\">The Governing Body of the Consortium of National Law Universities comprises of 22 Vice-Chancellors. It met on 22nd February, 2021 to take stock of the recent developments with the Corona Virus Pandemic and to review the possibility of reopening the Universities and hostels in March 2021.<\/p>\n<p style=\"text-align: justify;\">Expressing concerns of \u201cseveral cluster outbreaks in large residential complexes and University hostels across the country\u201d, coupled with the fact that \u201cvaccination for Covid-19 is yet unavailable to students and faculties\u201d, the Consortium remarked that \u201ca full reopening of physical classes and hostels would pose extremely high medical risks to students, faculty and the University Community.\u201d Notably, the <a href=\"https:\/\/consortiumofnlus.ac.in\/clat-2021\/notifications\/Press-Release-8-Jan-2021.pdf\">January 2021 Press Release<\/a> of the Consortium \u201cresolved that physical classes should commence only after universal vaccination of students, faculty and staff is completed.\u201d<\/p>\n<p style=\"text-align: justify;\">Owing to the guidelines issued by multiple governing bodies and stakeholders like UGC, State Government and Central Government, the Consortium left the decision on reopening to the individual Universities, after accommodating \u201ctheir existing infrastructure arrangements, maintenance and medical services and local conditions\u201d. In this backdrop, the Consortium admitted that making \u201ca single decision applicable to all NLUs\u201d was not feasible.<\/p>\n<p style=\"text-align: justify;\">The Consortium acknowledged that \u201cas the NLUs have no requirements for laboratory and in person simulation extinct\u201d, there was \u201cno compelling academic reason to bring back batches graduating in 2021\u201d, thereby dropping a hint that online mode of imparting lessons can go on for now. On a concluding note the Press Release, which was undersigned by the President of the Consortium, noted that \u201cit is in the best interest of all Universities to reopen safely rather than quickly in a manner that minimises the loss of life or possible long term medical damage to faculty, students and the University community.\u201d<\/p>\n<p style=\"text-align: justify;\">The General Body of the Consortium resolved to \u201creview the situation in the first week of the March\u201d and advised \u201cUniversities that have not yet announced reopening to wait for few more days\u201d.<\/p>\n<p style=\"text-align: justify;\">Varsities across India have been closed since March 2020.
