{"id":229777,"date":"2020-05-18T13:39:41","date_gmt":"2020-05-18T08:09:41","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=229777"},"modified":"2023-10-03T17:31:48","modified_gmt":"2023-10-03T12:01:48","slug":"covid-19-home-secy-reiterates-that-states-uts-cannot-dilute-restrictions-imposed-for-lockdown-4","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2020\/05\/18\/covid-19-home-secy-reiterates-that-states-uts-cannot-dilute-restrictions-imposed-for-lockdown-4\/","title":{"rendered":"COVID-19 | States\/UTs cannot dilute restrictions imposed with regard to Lockdown 4"},"content":{"rendered":"<blockquote>\n<h3><span style=\"color: #008000;\">States\/UTs cannot dilute restrictions imposed in MHA guidelines, can only make them stricter based on local level assessment and Health Ministry Guidelines.<\/span><\/h3>\n<\/blockquote>\n<p style=\"text-align: justify;\">Under the new guidelines effective from 18th May 2020, <strong>States and UTs will now categorize Red, Orange and Green zones taking into consideration the revised guidelines issued by the Ministry of Health and Family Welfare (MoHFW) on 17th May 2020<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>Inside the red\/orange zones, containment and buffer zones will be identified by the district administration\/local urban bodies<\/strong> with technical inputs at local level and by taking into consideration the Health Ministry guidelines. Within the containment zones, strict perimeter control shall be maintained, and no movement of persons would be allowed across the zones, except for medical emergencies and for maintaining supply of essential goods and services.<\/p>\n<p style=\"text-align: justify;\">A limited number of activities will continue to remain prohibited throughout the country. In order to facilitate the movement of persons, various modes of transport have already been opened up as per SoPs issued by MHA. All other activities will be permitted except those which are specifically prohibited under these guidelines. <span style=\"color: #ff0000;\"><strong>However, in containment zones, only essential activities shall be allowed, as mentioned earlier. <\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Home Secretary further reiterates <span style=\"color: #ff0000;\"><strong>that States \/Union Territories cannot dilute restrictions imposed vide the aforesaid guidelines issued by MHA. States\/UTs, based on their assessment of the situation, may prohibit certain other activities in various zones, or impose such restrictions as deemed necessary.<\/strong><\/span><\/p>\n<p
