{"id":229745,"date":"2020-05-17T18:23:35","date_gmt":"2020-05-17T12:53:35","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=229745"},"modified":"2023-10-03T17:31:57","modified_gmt":"2023-10-03T12:01:57","slug":"breaking-nationwide-lockdown-extended-till-31st-may-2020","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2020\/05\/17\/breaking-nationwide-lockdown-extended-till-31st-may-2020\/","title":{"rendered":"BREAKING | Nationwide Lockdown extended till 31st May, 2020; List of activities &#8220;NOT&#8221; allowed and permitted"},"content":{"rendered":"<p><strong>Ministry of Home Affairs issues order to extend the nationwide lockdown till 31st May, 2020.<\/strong><\/p>\n<p>Operative Portion of the NDMA Order:<\/p>\n<p><em>&#8220;Considering the fact that the lockdown measures need to be implemented for a further period in the country to contain the spread of COVID 19, NDMA, in exercise of powers under Section 6(2)(i) of the Disaster Management Act, 2005, hereby directs the ministries\/Departments of Government of India, State Governments and State Authorities to continue the lockdown measures upto 31st May, 2020. The Authority further directs NEC to issue modifications in the guidelines as necessary, keeping in view of the need to open up economic activities while containing the spread of COVID 19.&#8221;<\/em><\/p>\n<h3 style=\"text-align: center;\"><span style=\"color: #0000ff;\"><strong>List of Activities &#8220;NOT&#8221; allowed in Lockdown 4.0<\/strong><\/span><\/h3>\n<ul>\n<li><strong>Domestic and International Air travel of passengers,<\/strong> except for domestic medical services, domestic air ambulance and for security purposes or permitted by MHA.<\/li>\n<li>Metro rail services.<\/li>\n<li>School, Colleges, educational\/training\/coaching institutions etc. to remain closed. Online\/Distance learning permitted.<\/li>\n<li>Hospital, restaurants and other hospitality services, except those meant for housing\/health\/police\/Government officials\/healthcare workers\/stranded persons including tourists and for quarantine facilities. Restaurants shall be permitted to operate kitchens for home delivery of food items.<\/li>\n<li>All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places. Sports Complexes and stadia will be permitted to open; spectators not allowed.<\/li>\n<li>All social\/political\/sports\/entertainment\/academic\/cultural\/religious functions\/other gatherings and large congregations.<\/li>\n<li>Religious Congregations strictly prohibited. Religious places\/places of worship shall be closed for public.<\/li>\n<\/ul>\n<p>Following activities shall be permitted with restrictions, except in the Containment Zones.<\/p>\n<ul>\n<li>Inter-State movement of passenger vehicles and buses, with mutual consent of State\/UTs involved.<\/li>\n<li>Intra-State movement of passenger vehicles and buses, as decided by the States and UTs.<\/li>\n<li>SOPs issued earlier to be continued.<\/li>\n<\/ul>\n<p>National Directives for COVID-19 Management to be followed throughout the country.<\/p>\n<p><strong>Containment, Buffer, Red, Green and Orange Zone<\/strong><\/p>\n<ul>\n<li>Delineation of Red, Green and Orange Zone will be decided by respective State and UT&#8217;s.<\/li>\n<li>Within the Red and orange Zones, Containment Zones and buffer Zones will be demarcated by District Authorities, after taking into consideration the MoHFW Guidelines.<\/li>\n<li>Essential activities allowed in Containment Zones.<\/li>\n<li>In Containment Zones: There shall be intensive contact tracing, house-to-house surveillance.<\/li>\n<\/ul>\n<p><strong>Night Curfew<\/strong><\/p>\n<p>Movement of individuals to remain strictly prohibited between 7 pm to 7 am, except for essential activities. Local Authorities shall issue orders such as prohibitory order under Section 144 of CrPC.<\/p>\n<blockquote><p><strong>Persons above 65 years of age, persons with co-morbidities, pregnant women and children below age of 10 years shall stay at home, except for essential and health purposes.<\/strong><\/p><\/blockquote>\n<p>States\/UTs based on their assessment of situation may prohibit or impose restrictions as deemed fit.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">With a view to ensuring safety in offices and work places, employers on best effort basis should ensure that\u00a0<em>Arogya Setu\u00a0<\/em>is installed by all employees having compatible mobile phones.<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<blockquote><p><span style=\"color: #ff0000;\">All States\/UTs shall allow inter-State and intra-State movement of medical professionals, nurses and para medical staff, sanitation personnel and ambulances without any restriction.<\/span><\/p>\n<p><span style=\"color: #ff0000;\">All States\/UTs shall allow inter-State movement of all types of goods\/cargo, including empty trucks.<\/span><\/p><\/blockquote>\n<p>Dilution of the said guidelines by any State\/UT not allowed.<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #0000ff;\"><strong>National Directives for COVID 19 Management<\/strong><\/span><\/p>\n<ul>\n<li>Compulsory wearing of face cover in public and work places.<\/li>\n<li>Spitting in public and work places punishable with fine.<\/li>\n<li>Social distancing to be followed in public places and in public transport.<\/li>\n<li>Marriage related gathering shall ensure social distancing and maximum number of guests not to be more than 50.<\/li>\n<li>Funeral\/last rites related gathering shall ensure social distancing and max. number allowed not to be more than 20.<\/li>\n<li>Consumption of liquor, paan, gutka, tobacco etc. in public places not allowed.<\/li>\n<li>Shops to ensure minimum six feet distance among customers and not more than 5 persons allowed in shops.<\/li>\n<\/ul>\n<blockquote>\n<p style=\"text-align: center;\"><strong><span style=\"color: #ff0000;\">Additional Directives for Work Places<\/span><\/strong><\/p>\n<\/blockquote>\n<ul>\n<li>As far as possible, practice of work from home should be followed.<\/li>\n<\/ul>\n<ul>\n<li>Staggering of work\/business hours shall be followed in offices, work places, shops, markets and industrial and commercial establishments.<\/li>\n<li>Provision of thermal scanning, hand wash and sanitizer to be made available at entry and exit points and common areas.<\/li>\n<li>Frequent sanitization of entire workplace, common facilities and all points which come into human contact shall be ensured.<\/li>\n<li>All persons in charge of work places shall ensure social distancing through adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staff, etc.<\/li>\n<\/ul>\n<p style=\"text-align: center;\"><strong>Access the detailed guidelines issued by MHA, Here:<\/strong><\/p>\n<p style=\"text-align: center;\"><strong><a href=\"https:\/\/www.mha.gov.in\/sites\/default\/files\/MHAOrderextension_1752020.pdf\">GUIDELINES<\/a><\/strong><\/p>\n<hr \/>\n<p><strong>Ministry of Home Affairs<\/strong><\/p>\n<p style=\"text-align: right;\"><strong>[Order dt. 17-05-2020]<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ministry of Home Affairs issues order to extend the nationwide lockdown till 31st May, 2020.
