{"id":228366,"date":"2020-04-16T17:50:45","date_gmt":"2020-04-16T12:20:45","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=228366"},"modified":"2020-05-04T18:48:25","modified_gmt":"2020-05-04T13:18:25","slug":"coronavirus-state-wise-list-of-hotspot-districts-reporting-cases-of-covid-19-issued","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2020\/04\/16\/coronavirus-state-wise-list-of-hotspot-districts-reporting-cases-of-covid-19-issued\/","title":{"rendered":"[UPDATE] Coronavirus | State wise list of hotspot districts reporting cases of COVID 19 issued"},"content":{"rendered":"<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<hr \/>\n<h2 style=\"text-align: center;\"><span style=\"color: #0000ff;\"><strong>UPDATE<\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\">Cabinet Secy. on 30-04-2020 stated that it is important to ensure that pockets of critical interventions are identified for a focused management of COVID-19 at the field level.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Districts were earlier designated as hotspots \/ red-zones, orange zones and green zones primarily based on the cumulative cases reported and the doubling rate.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Since recovery rates have gone up, the districts are now being designated across various zones duly broad-basing the criteria. This <strong>classification is multi-factorial and takes into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback to classify the districts.<\/strong><\/p>\n<p style=\"text-align: justify;\">A district will be considered under Green Zone, if there are no confirmed cases so far or there is no reported case since last 21 days in the district.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Based on field feedback and additional analysis at state level, states may designate additional red or orange zones as appropriate. However, states may not relax the zonal classification of districts classified as red or orange as communicated by the Ministry.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">For the districts having one or more municipal corporations, the corporations and other areas of districts may be treated as separate units.<\/p>\n<p style=\"text-align: justify;\">If one or more of these units <span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">have reported no cases for last 21 days, they can be considered as one level lower in zonal classification, in case the district is in Red\/ Orange Zone. District authorities should, however, exercise due caution in such areas so that these areas remain free from <\/span><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">COVID-19 cases.<\/span><\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">It is critical to ensure that necessary action for containment so as to break the chain of transmission of virus is initiated in both red and orange zone districts reporting confirmed cases.<\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\" style=\"text-align: justify;\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>The containment zones in these districts have to be delineated based on:<\/p>\n<ul>\n<li>Mapping of cases at contacts<\/li>\n<li>Geographical dispersion of cases and contacts<\/li>\n<li>Area with well demarcated perimeter<\/li>\n<li>Enforceability<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Depending on above factors, for urban areas \u2014 residential colony\/mohalla\/municipal wards or police-station area\/municipal zones\/towns etc. as appropriate can be designated as containment zones. Similarly, for rural areas \u2014 villages\/clusters of villages or group of police stations\/gram panchayats\/blocks etc. as appropriate can be designated as containment zones.<\/p>\n<p style=\"text-align: justify;\">The area should be appropriately defined by the district administration\/local urban body with technical inputs from local <span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">level.\u00a0 <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">Further, a buffer zone around containment zone has to be demarcated.<\/span><\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\" style=\"text-align: justify;\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Necessary action should then be initiated in these areas as part of the Containment Action Plans already communicated including \u2014<\/p>\n<p><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif; color: #0000ff;\">&#8212; Stringent Perimeter control<\/span><\/p>\n<ul>\n<li><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">\u00a0Establishing clear entry and exit points<\/span><\/li>\n<li>No movement except for medical emergencies and essential goods &amp; services<\/li>\n<li>No unchecked influx of population<\/li>\n<li>People transiting to be recorded &amp; followed through IDSP<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"section\">\n<div class=\"layoutArea\" style=\"text-align: justify;\">\n<div class=\"column\">\n<p>&#8211; Active search for cases through house to house surveillance by special teams <span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">formed for the purpose<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">&#8211; \u00a0Testing of all cases as per sampling guidelines<\/p>\n<p style=\"text-align: justify;\">&#8211; \u00a0Contact tracing<\/p>\n<p style=\"text-align: justify;\">-Clinical management of all confirmed cases<\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\">\n<div class=\"layoutArea\" style=\"text-align: justify;\">\n<div class=\"column\">\n<p>Similarly, in buffer zones, extensive surveillance for cases through monitoring of ILI\/SARI cases in health facilities has to be taken up.<\/p>\n<\/div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">All States are accordingly requested to delineate the containment zones and buffer zones in the identified red and orange zone districts and notify the same.<\/p>\n<div class=\"page\" title=\"Page 3\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\"><strong>For the week after 3rd May, the list of red\/orange\/green districts is as below :<\/strong><\/p>\n<h4 style=\"text-align: justify;\"><strong>Number of districts per zone<\/strong><\/h4>\n<h3 style=\"text-align: center;\"><strong><span style=\"color: #ff0000;\">Red Zone 130<\/span><\/strong><\/h3>\n<h3 style=\"text-align: center;\"><strong><span style=\"color: #ff6600;\">Orange Zone 284<\/span><\/strong><\/h3>\n<h3 style=\"text-align: center;\"><strong><span style=\"color: #008000;\">Green Zone 319<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Please follow the link to access the full list with demarcations:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.scconline.com\/blog\/wp-content\/uploads\/2020\/04\/Ltr-to-CS-30-april.pdf\">Ltr to CS 30 april<\/a><\/p>\n<\/div>\n<hr \/>\n<blockquote>\n<h3 style=\"text-align: center;\"><span style=\"color: #0000ff;\">State wise list of hotspot districts reporting cases of COVID 19 issued by Department of Health and Family Welfare<\/span><\/h3>\n<\/blockquote>\n<p style=\"text-align: justify;\">Department of Health and Family Welfare has classified districts based on the reported cases as: Hotspots, Non-Hotspots districts reporting cases and districts which have not reported positive cases.<\/p>\n<p style=\"text-align: justify;\">Certain criteria has also been laid down with regard to the classification of hotspots. It has also been stated that <span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">the exercise of identification of hotspots has to be done on a weekly basis (every Monday) or earlier. Strict containment measures need to be implemented in these hotspots.<\/span><\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Containment operation would be deemed over when there is no case reported in 28 days from an area after last case tests negative. Hotspots (designated red zones) will be assumed to be undertaking effective containment activities, if no case is reported in next 14 days (designated orange zones) and will be deemed successful in containment, if no case is reported for 28 days (designated green zones).<\/p>\n<p style=\"text-align: justify;\">List of hotspot districts with large outbreaks has been has provided in Annexure
