The pandemic of COVID 19 has engulfed the entire world posing serious challenges for the health and economic security of millions of people worldwide. During<\/span> this<\/span> unprecedented<\/span> situation<\/span> for<\/span> effectively<\/span> addressing<\/span> issues,<\/span> constraints<\/span> and scenarios, a well-planned and coordinated emergency response has become essential.<\/span><\/p>\n

  1. The measures taken hitherto have been effective in containing the<\/span> pandemic so<\/span> far.<\/span> However,<\/span> considering<\/span> the<\/span> gravity<\/span> and<\/span> magnitude<\/span> of<\/span> the<\/span> challenges, which<\/span> are emerging with every passing day, there is <\/span>a <\/span>pressing need to augment and synchronise efforts cutting across various Ministries\/Departments. Keeping in view the<\/span> need<\/span> for<\/span> such<\/span> comprehensive<\/span> action<\/span> and<\/span> integrated<\/span> response, in<\/span> exercise<\/span> of<\/span> the powers<\/span> conferred<\/span> under<\/span> the<\/span> section<\/span> 10(2)(h)<\/span> and<\/span> (i)<\/span> of<\/span> the<\/span> Disaster<\/span> Management<\/span> Act, 2005, the undersigned in the capacity as Chairperson, National Executive Committee, hereby constitute eleven Empowered Groups of Officers (as per Appendix). These Groups are empowered to identify problem areas and provide effective solutions therefor; delineate policy, formulate plans, strategize operations and take all necessary steps for effective and time-bound implementation of these plans\/ policies\/ strategies\/ decisions in their respective<\/span> areas.<\/span><\/li>\n
  2. In matters involving procurement, the Empowered Group shall take into consideration special instructions given to the Departments vide Department of Expenditure<\/span> OM<\/span> No.<\/span> F.6\/18\/2019-PPD<\/span> dated<\/span> 27<\/span>th<\/sup><\/span> March, 2020<\/span> and<\/span> will<\/span> take<\/span> suitable decisions\/ make recommendations in this regard. In such matters, the concerned Ministries\/ Departments shall take immediate action to implement all the decisions\/ recommendations of the Empowered<\/span> Group.<\/span><\/li>\n
  3. During<\/span> the<\/span> deliberations,<\/span> if<\/span> any<\/span> of<\/span> the<\/span> Empowered<\/span> Groups<\/span> is<\/span> of<\/span> the<\/span> view<\/span> that<\/span> a particular aspect is not within the domain of that Group and falls within the scope of any other Group(s), they may seek the guidance of the Cabinet<\/span> Secretary.<\/span><\/li>\n<\/ol>\n
