Rajasthan High Court:<\/strong> A Division Bench of S. Ravindra Bhat, C.J. and Dinesh Mehta, J.,\u00a0 disposed of a petition with the direction to raise specific pleadings on the aspect of initiating fresh proceeding on the ground of latest developments taken place.<\/p>\n

The facts of the case were that the State of Rajasthan had entered into an agreement with the respondent for the establishment and management of information systems and to maintain a scheme for High-Security Registration Plates (HSRP). The agreement between the State and the respondent was to be in force for five years. The petitioners had highlighted amongst other things, concerns with respect to the security of data, development and management by the respondent. The issues regarding supervision and monitoring of the scheme, responsibility and overall accountability of the respondents to the State; appropriate mechanisms to ensure it was raised, and the same also sought to highlight certain concerns with respect to actual practices. On the day of hearing two developments were brought to the notice of the Court.<\/p>\n

The Court, keeping in view, the fact that the latest developments were cardinal in nature for the determination of the case disposed of the petition with the direction that the petitioners raise specific pleadings on the aspect of initiating a fresh proceeding, considering that the developments had taken place off late.
