{"id":127881,"date":"2017-04-29T17:48:31","date_gmt":"2017-04-29T12:18:31","guid":{"rendered":"http:\/\/www.scconline.com\/blog\/?p=127881"},"modified":"2017-04-29T17:48:31","modified_gmt":"2017-04-29T12:18:31","slug":"govt-servants-to-get-salary-directly-in-bank-accounts","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2017\/04\/29\/govt-servants-to-get-salary-directly-in-bank-accounts\/","title":{"rendered":"Govt. servants to get salary directly in bank accounts"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>G.S.R. 412(E)<\/strong>.\u2014In exercise of the powers conferred by clause (1) of Article 283 of the Constitution, the President hereby makes the following further amendments to the Central Government Account (Receipts and Payments ) Rules, 1983, namely:\u2014<\/p>\n<p style=\"text-align: justify;\">1. (1) These rules may be called the Central Government Account (Receipts and Payments) Amendment Rules, 2017.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 (2) They shall come into force on the date of their publication in the Official Gazette.<\/p>\n<p style=\"text-align: justify;\">2. In the Central Government Account (Receipts and Payments) Rules, 1983,\u2014<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">(i) in Rule 33,\u2014<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">(a) for clause (xa), the following clause shall be substituted, namely:\u2014<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">\u2018(xa) When payment is desired by different modes of payments i.e., payment advice\/ Cheque\/ Demand Draft\/ Postal Order\/ Money Order\/ Cash, etc., separate bills shall be prepared by the DDOs and the following shall be clearly indicated on the top of the bills:<\/p>\n<p style=\"text-align: justify;\">\u201cPayment by (*)\u201d<\/p>\n<p style=\"text-align: justify;\">(*payment advice or Cheque or Demand Draft or Postal Order or Money Order or Cash)\u2019;<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">(ii) In Rule 44,<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">(a) in sub-rule (3), for clause\u00a0(i), the following clause shall be substituted, namely:<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">\u201c(i) All payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">Provided that a one-time relaxation may be granted for payment by other recognised modes in cases of hardship where the reasons are duly approved by competent authority\u201d;<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">(b) Clause (iii) shall be omitted.<\/p>\n<p style=\"text-align: right;\">[F.
