In exercise of the powers conferred under sub-section (1) of section 23 read with section 10 (I) and (iv) of the AICTE Act,  the All India Council for Technical Education vide notification dated 9th July, 2016 has given clarification pertaining to Qualifications, Pay Scale, Service Conditions, Carrier Advancement Scheme(CAS) etc for teachers and other academic staff of technical institutions.

The first issue raised was whether a person with qualifications as –

(a) MCA/M.Sc in Mathematics / Physics / Electronics / Computer Science and allied subjects with M.E./ M.Tech / Ph.D in Computer Science / Information Technology to teach in Computer Science, IT & Engg. Courses;

(b) M.Sc. (Electronic Science) and M.E. (ET&T) qualification;

(c) Master of Science in Information Technology (M.Sc. IT) to teach in CSE program,

are eligible for appointment as a faculty in Degree & Diploma level Technical Institutions. For which clarification was given that Existing incumbents recruited as a faculty with the basic minimum qualifications mentioned at S. No. 1 (a), (b) and (c) in the official Gazette published on 6th January, 2016, as well as those persons, who have secured admissions to these courses before publication of the AICTE Gazette dated 13th March, 2010 are to be considered as eligible for CAS as well as direct recruitment, subject to fulfillment of other eligibility criteria and higher qualifications prescribed, if any, for various teaching posts.

The second issue raised was regarding consideration to relax two courses of one week each TEQIP sponsored programs for CAS. In this case the clarification was given that two courses / programs of one week duration each approved or conducted by AICTE / UGC / MHRD / DST / Central / State Govt. Universities / Institutes may also be considered as alternative to TEQIP programs.
