National Human Rights Commission: While acting upon the recommendations of National Human Rights Commission, Government of Assam had granted Rs.45 lakh as relief to the next of kin of victims in six cases of deaths in encounters. Earlier in year 2010, four cases and in year 2011, two cases of fake encounter came into light before the Commission but the State government claimed that the encounters were genuine and the police had to open fire in self-defence. These encounters occurred in districts such as Sonitpur, Udalguri, Demaji, Guwahati, Sibasagar and Kokrajhar and total nine people died in the encounters. According to police claims, all these encounters were of the suspected extremists and were carried out by the police alone or in joint operations with the security forces in different districts of Assam. The contention of State Government that the encounters were genuine and the police had to open fire in self-defence was rejected by the Commission as the Government failed to prove the same. After perusing the relevant record, the Commission recommended compensation in each case. The Government paid Rs.5 lakh to kins of each victim. Recording the compliance of its recommendations by the State Government, the Commission closed these cases in the month of September, 2015.
