Punjab Professional Tax Registration SOP

On 13 March 2026, the Government of Punjab issued a notification to formulate Standard Operation Procedure and Timeline for processing of Approval to be issued for “Registration of Professional Tax for Individual (Fresh)” and “Registration of Professional Tax for Organization (Fresh)” on Punjab State Development Tax Portal.

All you need to know:

  1. The total number of days required to obtain NOC will be 14 working days. In case the application is not processed within 14 days then it will be approved on a deemed basis automatically.

  2. The Procedure and its timeline for obtaining NOC will be in the following manner:

    Applicant has applied for registration through a dedicated portal. Temporary RC will be allotted on the same day by the system.

    Assistant Commissioner of State Tax (District) will mark the case to STO to scrutinize the application and attached documents for completeness.

    Scrutiny of applications:

    1. In case of any deficiencies in the applications, STO will raise an observation to applicant to complete the application.

    2. If no observation is raised by STO within 7 working days or after response is received from applicant, the application is forwarded to Nodal Officer (District) for scrutiny and acceptance within 3 days. If any observation at this stage regarding completeness of application, it can be raised by Nodal Officer to the applicant or else after 3 days the application is deemed approved.

    Approval/ rejection:

    STO/Nodal Officer will approve/reject the

    case as per the Punjab State Development Tax Rules, 2018.

  4. Escalation Mechanism for rejection:

    • A registration application can be rejected only by the STO/Nodal Officer or the final approving authority.

    • Other officers in the workflow can only recommend rejection, but the case will be forwarded to the STO/Nodal Officer, who will review it and issue the rejection if appropriate.

  5. Rejection will be made in the following cases:

    • During the scrutiny, if the applicant fails to submit complete application even after observations are raised twice for missing or incorrect details.

    • During the processing, if after considering the applicant’s response and final clarification, the application is still not found to be fit for approval.
